Proximity (35%) — how close in time the trade is to the vote. Same-week trades score highest; anything past 30 days scores zero on this axis.
Move size (30%) — the absolute 30-day price move after the trade, capped at 15%. Bigger moves make the overlap more newsworthy regardless of direction.
Direction (20%) — whether the trade direction aligned with the post-vote price move (bought before a rise, sold before a fall). Bad-timing trades still score, but lower.
Notional (15%) — log-scaled trade size. $1M+ saturates; $10K is the practical floor.

The score identifies eyebrow-raising timing. It does not assert wrongdoing. Every politician on the list may have legitimate reasons for the trade and the vote position; many of these will turn out to be coincidence. The chart is the chart. The reader brings the opinion.

How the Heat Index works

The Heat Index combines five inputs: (1) the 30-day forward alpha of the traded ticker versus the S&P 500, (2) the politician's committee-jurisdiction overlap with the company's sector, (3) the recency of a relevant roll-call vote, (4) the size of the disclosed trade range, and (5) the gap between trade date and disclosure date.
